Imara's Head of State halts hostilies at press conference today

Quoted from the Head of State's speech earlier today:

"Hello, and welcome.  I am Imara's Head of State.  As many of you know, my country recently declared war against Mervo.  However, what many of you didn't know is that I was not even in the country when war was declared, as I was off on a vacation set up specifically when everything seemed peaceful in the world.  You can probably imagine my shock when my siesta was interrupted by the news that Imara had declared war without my approval.

  I immediately packed up and headed home, determined to find out who was responsible.  I quickly ascertained that my Head General had made the order necessary when he claimed that Mervo had sunken two Zangarovan ships, and used that claim to justify an attack on one of Mervo's islands.  I spoke with my nation's greatest minds, who told me that investigations around the globe are still inconclusive as to who, or what, caused those horrific disasters.  Armed with this knowledge, I have had the former Head General dishonorably discharged, and recalled my armed forces from Mervo's territory.  We will try to pay for any damages requested by Mervo, but I know that we will never be able to pay for the lives of those killed in this pointless bloodshed, and for that, I am deeply sorry.  I will not be answering any questions, good day."
